In this work Mill reflects on the struggle between liberty and authority and defends the view that the only purpose for which power can be rightfully exercised over any member of a civilized community against his will is to prevent harm to others. He questions attempts to limit freedom of conscience and religion freedom to pursue ones own interests and freedom to unite and he defends a liberal political and social order in which there is considerable room for personal development and freedom of association.
