The authors were the investigators and have assembled a mostly-chronological sequence after the initial events and the amazing arrest of McVeigh the same morning on an unrelated charge. Thus, it is primarily a straight-forward telling in basic language of they-did-this and he-did-that and the evidence makes it pretty clear that such-and-such was true.
