This volume is a culmination of a four-year research project on the role of subnational political actors in Mexicos democratization process based in the Center for U.S.-Mexican Studies including project director Wayne Corneliius Center director Kevin Middlebrook and four visiting research fellows. In 1996 the group convened a 3-day research workshop in Mexico City bringing together leading scholars of democratization representatives of political parties and nongovernmental organizations and social movement activists to discuss the case studies that appear in this volume. In April 1997 revised drafts of several of the Mexico City workshop papers were presented at a panel session on the The New Federalism and Political Conflict Resolution in Mexico at the XX International Congress of the Latin American Studies Association in Guadalajara.
